Mr. Joseph Tober Joseph Tober, MA

Veterans Canteen Service


Mr. Tober was appointed Executive Director, Veterans Canteen Service (VCS), Veterans Health Administration (VHA), Department of Veterans Affairs (VA) on May 2, 2014. As Executive Director he is responsible for directing, leading and administrating operating plans and policies involving more than 200 Patriot Stores, Cafes, and Brews located in VA Medical Centers across the country. Achieving over $429 million in annual revenue, Mr. Tober leads 3900 associates charged with providing the highest level of quality, value, and service to Veterans and their families, caregivers, volunteers and visitors to VA hospitals.

Mr. Tober joined the VCS in 1992. Prior to his current assignment he was appointed as the Chief Operating Officer, Veterans Canteen Service in 2008 and in 2000 he was appointed as the Associate Director of Resources and Support, Veterans Canteen Service. Prior assignments included positions with the Internal Revenue Service, Department of Defense, and nine years as a member of the U.S. Army. He has over 38 years of Federal Service.

Mr. James G. Leahy James Leahy

In May 2015 Mr. Leahy was appointed to the Senior Executive Service and as Chief Operating Officer (COO), Veterans Canteen Service (VCS), Veterans Health Administration (VHA), and Department of Veterans Affairs (VA). He is responsible for leading and executing day-to-day customer service operations across the VCS enterprise to include 200 Patriot Store, Cafe and Brew locations in VA Medical Centers and Community Outpatient Clinics. In addition to field operations oversight he has management responsibility for merchandising, marketing and procurement of all VCS business entities. Mr. Leahy leads over 3,600 associates charged with providing the highest level of quality, value and service to our nations Veterans, their families, caregivers, volunteers and visitors to VA hospitals.

Mr. Leahy joined the Veterans Canteen Service in 2007 after 22 years in private industry with May Department Stores, Inc. and Macy's Department Stores. He held various divisional management, buying, merchandising, product development and senior administrative positions in Men’s and Home with Foley’s in Houston, Texas and May Merchandising Company in St. Louis, MO.

Prior to his current VCS assignment he was appointed Associate Director of Field Operations in 2011 and in 2007 was appointed Chief Merchandising Officer of VCS Retail Operations. He is a 2008 graduate of Leadership VA.
